You access the service from a text editor, not from Safari. Go to where you want to paste the links and run it.

I just tried using md - Link - Safari Tabs from within both Drafts for macOS and TextEdit. Both times it returned the four right-most links from the Safari window, ever though there are 11 tabs. Have I messed up the service somehow?

Until HighSierra I used Sessions.safariextz which saved all visited sites and I could export a html-link-list.
Sessions is not loaded by Safari anymore so I am looking around at present for another solution. Thanks to your post, Brett, and the comments I have a couple of ways to explore now.
