Having used all my data allocation for last month I have still no data refreshed since rolling over the monthly post paid plan dato

Have not been able to use my phone since this morning. Emergency calls only, but if I drive 9ks down the road I get service. So it's not my phone. I'm told there are no outages, so what then is the problem?
